Overview of Cm Atmanirbhar Assam Scheme Final List 2024

The Assam government launched the Mukhyamantri Atmanirbhar Asom Abhijan on September 12 2023 to promote youth entrepreneurship. Chief Minister Dr. Himanta Biswa Sarma supervised this campaign. However, this project aims to decrease unemployment by providing new and aspiring entrepreneurs with robust financial and policy support. Moreover, by giving young people opportunities for self-employment, the initiative aims to encourage them, foster socioeconomic growth, and assist Assam in becoming more financially independent. Over the next two years, the program would aim to reach 2 lakh beneficiaries with 1 lakh in FY 2024–2025 and another 1 lakh in FY 2024–2025. Ultimately this project is expected to improve the state’s overall growth and benefit individuals personally by reinforcing Assam’s entrepreneurial culture.

Financial Aid

Every chosen recipient of the Atmanirbhar Assam Scheme will get a total of Rs. 2 lakh in two installments. This comprises a subsidy of Rs. 1 lakh for the first year and an interest-free loan of Rs. 1 lakh that needs to be paid back over five years. However, interest-free loans will be paid back in 60 equal installments over five years.

Training and Mentorship  

This scheme will provide employment opportunities in various sectors such as Trading Manufacturing Service Food Processing Handloom Handicraft Agriculture Animal Husbandry Fishery and Dairy. The duration of training will be 1 month which focuses on developing entrepreneurship management and accounting skills and the stipend of Rs 10000 will be awarded to participants.

Allocation of the Budget

A total amount of 71010 crore is set aside under Chief Minister Samagra Gramya Unnayan Yojna (CMSGUY) for the proper execution of the scheme.

Eligibility Criteria for the CM Atmanirbhar Assam Scheme

• The candidate must be an Assamese permanent resident.
• As of April 1, 2023, the age limit shall be between 28 and 40.
•  For OBC SC and ST applicants, the age relaxation should be three years.
• An applicant in the general category must have finished at least Class 10.
• Candidates in the OBC SC and ST categories should be at least Class 10.
• The applicant should possess the knowledge and expertise needed for revenue-generating tasks.
• The applicant needs to open an account before December 31, 2023.
• The applicant shouldn’t have missed payments on loans from nationalized or cooperative banks.
• There should be no family members who work for the government or receive pensions.
• Each family may only submit one applicant.
• Before April 1 2023 the applicant must be registered with the Assam Employment Exchange.

Salient Features of the Atmanirbhar Asom Scheme 

• For Professional Courses (e.g. Engineering MBBS BDS) Financial support Rs. 500000 will be given. However, 50% of the total amount will be given as a subsidy and the other 50% of the total amount will be an interest-free government loan.
•  For Post Graduates, General Graduates, ITI /Polytechnic graduates, Diploma holders, and Matriculates (General Category) Financial support of Rs 200000 will be given. However, 50% of the total amount will be given as subsidy and other 50% of the total amount will be an interest-free government loan.
• For Students up to Class X (SC /ST /OBC) A Financial support of Rs. 200000. However 50% of the total amount will be given as a subsidy and the other 50% of the total amount will be an interest-free government loan.
