Bal Gopal Yojana is a program aimed at enhancing the nutritional health of children especially in under-developed areas. However the Reputable Chief Minister recently released the budget for the fiscal year 2022–2023 which calls for giving milk prepared from powdered milk twice per week to kids enrolled in government schools madrasas and specialised education centres as part of the Mid-Day Meal program. Scheme Implementation

  • Days on which milk will be distributed are:
    • Tuesday
    • Friday

If in case there is a holiday on these days then milk will be provided on the following day whenever the school reopens.

Purchasing Milk

The Rajasthan Cooperative Dairy Federation Limited (RCDF) will supply the powdered milk needed for the program. The milk will be distributed to districts by the Mid-Day Meal Commissioner while doorstep distribution to schools will be handled by RCDF.

Timing of Distribution

Students will get milk just after the morning prayers.

Accountability

The School Management Committee (SMC) is in charge of providing milk to kids.

How much is paid for milk?

Schools will purchase the powdered milk from RCDF for ₹400 per kilogramme. A group of experts will examine and suggest changes to the cost of milk powder, which require the Finance Department’s permission.

Information Display

The “Mid-Day Meal Menu” must be open to everyone in every school, together with details about the days that milk is delivered, how much milk is made, and how much-powdered milk is available.

Quality and Measurement

Glasses

Fuel Configuration

₹1,500 will be given each month to cover the expenses of fuel for warming the milk. The majority of schools currently possess gas stoves and cylinders, and some newly formed or combined schools that don’t possess them will get them right away.

Utensils

Based on the number of students enrolled, every school will receive required utensils such as stainless steel pots (20 30 and 40 litres). A 20-litre stainless steel tank a jug and other supplies needed for milk processing will also be given to schools. There will be an amount of ₹15000 set aside for certain expenditures.

Sugar Procurement

The SMC will pay ₹45 per kilogramme for buying local sugar. For every student in Classes 1–5, 8.4 grams of sugar should be utilised, and for students in Classes 6–8, 10.2 grams will be used.

Milk Preparation Guidelines

  • Observe the instruction provided on the package of milk powder.
  • To prevent chunks dissolve the powder in warm water before putting it in boiling water.
  • Make sure the sugar mixes completely and the milk is boiled appropriately.
  • Clean water should be used while making milk.
  • Use any remaining powder the following day for milk distribution by packing it or keeping it in an airtight container.

Responsibilities of various Stakeholders

District-Level

The District Education Officer (DEO) serves as the coordinating officer while the District Collector is in charge of carrying out the plan at the district level.

Block Level

The program must be executed at the level of the block, and that responsibility falls on the Block Education Officer (BEO). Each month, meetings will be held by a block-level review committee to oversee the scheme’s advancement.

Academic Level

The School Management Committee (SMC) bears the responsibility of guaranteeing that milk is served to students on the assigned days. In addition, the SMC is responsible for keeping precise track of the program’s execution and making sure that milk and cutlery are supplied in accordance with enrolment.

Bal Gopal Yojana Payment Procedure

The District Education Officer (DEO) will receive the bills from RCDF for the milk that was provided. Payment at the authorised amount of ₹400 per kilogramme of powdered milk will be processed after the DEO confirms the bills.
